ANGEL VERSUS DEVIL. REAL FACE OF CORRUPTION(True story)

TRUE STORY.

There are various faces of corruptions and corrupt persons. But it is difficult to find a real corrupt man with a brilliant mind. In this true story, the corrupt man received bribe from a high-ranking Investigating Officer, who investigated the serious allegations of corruption against the man.

 The man is still alive. Retired long ago from the prestigious service, he became a consultant for the persons, who wanted to earn money, safely and silently. He did not open any office for the purpose, but he was widely known for his intelligence. As a consultant, he earned more money, and now in his late 80, he has become an ardent devotee of the most powerful goddess of his religion.

 His first and only lesion to his disciples is, don’t accept terms and conditions, laid down by the persons, from whom you are going to receive bribe, set your own terms and conditions and a safe place for exchange of money.

Real name of the corrupt officer is withheld, and he is being called, Bala the devil.

MERCEDES, NEW OR USED. Nearly twenty-five years ago, a famous business tycoon, who was also a relative of the most powerful politician of the country, imported a Mercedes car and declared it as used and of second hand. Mr Bala, the Officer, examined the papers and called an automobile expert to examine the car. The automobile engineer examined the car in presence of importer and the agent, and submitted the report, reaffirming the declaration of the importer. As per rules Bala, was not bound to accept the report and second automobile expert was called for examination. He differed with the first opinion and declared that the car before importation, covered only 150 kilometers and so it cannot be treated as used car. The car was temporarily seized, pending further examination.

 Meanwhile the importer, foolishly approached the powerful politician, who in turn approached the concerned ministry for immediate release of the car.

 WARNING. The Officer received the letter with a rider to release the car,  after proper realization of import duty, but he was not in a favorable mood to release the car without further delay and without accepting bribe. He sought a government recognized, expert to re-examine the car, and he reported to his senior officer, that the consignment appeared to be brand new. His request for examinations of the car, was accepted and accordingly an auto engineer, employed in a Govet department examined the car and declared it as brand new.

 At that time there was absolute ban on import of new car, which was to be absolutely confiscated by the department. In rare case, the banned imported goods were to be released after realizing heavy penalty. The agent was aware of these facts and he approached Bala, and offered to pay bribe in lieu of absolute confiscation of the car. The officer demanded Rs one lakh and the agent informed the importer, who helplessly witnessed the failure of political approach. After long bargain, it was decided that the importer would pay Rs 50 thousand as bribe.  The importer was too smart to be browbeaten by an ordinary officer. He informed the Central investigator team to nab the officer red-handed. In this work the importer was helped by the powerful politician.

It was evening in late November and due to load shedding in those days, emergency lights were being used in the office. Somehow Bala came to know the conspiracy, accordingly, at the time of receiving bribe, he was talking to another client in darkness, while emergency light was on. Bala demanded that entire amount of bribe, must be in, one thousand notes, as it would be difficult for him to carry, bundle of one hundred rupees notes. So, the Investigation Officer managed to obtain 50 notes of 1000 denomination and entered the room, Bala, the officer, without uttering single word, indicated the Investigator to a hanging coat, at a distance of three meters from the table occupied by the officer. The client sitting in front of the officer was not an ordinary client, he was a noted criminal lawyer of the city. As soon as money was put into pocket of the hanging coat. Half a dozen officers from anti-corruption department nabbed the officer and obtained the signature of the person, sitting in front of Bala. He was made   a Govt witness.

Six officers took the officer to the chamber of the head of the office, for obtaining his order to arrest the officer. It was in the big room of the head of the office. that a strange drama was enacted. The nabbed officer shouted the reasons for his arrest. The officers from the Anti-Corruption Bureau informed the head of the office, that the officer was caught red handed while taking the bribe of Rs fifty thousand, Bala expressed surprise upon the allegations, and denied that he had taken the bribe. 

The Anti-Corruption Bureau and the nabbed officer were prepared for all eventualities. A judicial magistrate was present in the waiting room. In his presence the nabbed officer was thoroughly searched and at this stage the senior most of the Anti-Corruption team of officer presented the coat for examination. The client of the guilty officer recognized the coat, it was now turn of the arrested officer to play the dice. He demanded the nature of the coat from the magistrate, on closer examination of the coat, it was found that the coat was a women’s woolen wear. Meanwhile, the large chamber of the head of the office was turned into a virtual court room.

 Outside of the chamber, employees gathered and raised slogan against the Anti-Corruption Team for framing an experienced and honest officer. It was about 10 pm at night, that the final decision was taken, the officer was neither suspended nor arrested. The women’s wear was sealed, next day, all the concerned persons were to be assembled in the chamber of the magistrate, which was situated at a distance of nearly two kilometers away from the central office.

 The case was put on trial without arresting the officer as prosecution failed to submit sufficient evidences, warranting the arrest, only one witness, who acted both as a witness for the prosecution, was also a witness for the defense, Interestingly, the defense instituted a case against the Anti-Corruption Team for framing an honest and hard-working officer of the central govt.

 HUNTER BEING HUNTED. So now there were two parallel cases, one against the officer, while another against the investigation team. But the lone witness who was present in the room, told the judge that he never saw Bala telling the Investigator, to put the money into the pocket of the women’s wear. He was telling the truth. It was the brilliant idea of Bala, who advised the middleman, that the investigator would find a coat hanging on the wall and money had to be put in the pocket of the coat.

 The case was dismissed in favor of the officer and cognizance was taken against the investigation team for framing charges of corruption in connivance with importer, who imported a new car declaring, it was used and of second hand. It was also alleged against the Investigation team, that it had strong support from a powerful politician.

 Three members of the investigating team were in deep troubles. What is interesting is that the agent connived with Bala and in a court of law, and leveled serious charges against the investigate team. Fed with searching questions of lawyers, senior most investigator approached for compromise, Mr Bala, through a third party, demanded bribe from the police officer. The officer collected Rs fifty Thousand from other members and handed the money to a mysterious man. After six months the case was settled outside the court.

 FATE OF THE VEHICLE. Since in those days, import of new car was absolutely banned in India, and the importation car was examined thrice by different Auto Engineers, who found it neither used nor old, so the car was confiscated absolutely, and after few years was put on auction, but no purchaser was interested in purchasing an inauspicious car.

 Was it possible to get the Limousine in the new condition released? Absolutely it was possible to get it cleared by paying bribe. But the ego of importer ruined his chance to become the proud owner of the Mercedes. One of daughters of the importer (A Hindu) was married to Muslim technocrat. He tried his best to avert the damage, but the importer as attached to a powerful central minister decided to destroy officer by telling him, you remain within your limit and in the process got himself destroyed.

F.I.R. AGAINST HIS OWN WIFE BY ANGEL.

MODERN SAINT OR AN ANGEL. We find some others persons in power, but opposite to the character of the corrupt officer Mr Bala. Members of elite services in India, including the so called executive and police services recruited in India after 2000 are mostly corrupt and incompetent. Most of them join the service just to mint money, by compromising the welfare of poor people. But before 2000, several officers were known as honest and pro --poor.

One of the officers was so honest that as a District Magistrate, ordered F.I.R against his own highly qualified wife for misusing Govt vehicle for private purpose, she wisely and rightly filed for divorce and the separation was granted.

The officer was known as a role model and the corrupt politicians always avoided his presence. He reached zenith of his career and after his retirement, he settled in the city, where his sister lived. He always told his followers to follow these principles in life.

(1)  If you pray then pray for the country.

(2)  If you work, then work for the country

(3)  If you have to die, then die for the country

These three principles run contrary to the principles, favored by the first officer Mr Bala the devil, for whom money is ultimate gain of life. Bala in his late 80 is very fond of Cricket. His only son studied electrical Engineer in US, and married an educated lady. When ever there is a cricket match, Bala, sits in front of TV set. His, daughter in law, served several times, tea to him, during the entire period of match. He sometimes raises slogan like, money, money, sweeter than honey. His grandchildren are fond of this slogan.

HARD CHOICE. It is time to choose one, Bala the devil or Angel. Bala favors praying, working and dying for money, without which nothing is possible in life. He is worshiped by his family members.

 On the contrary, the Angel sacrificed his devoted wife at the altar of honesty. He is living alone and is looked after well by his sister, who is a qualified doctor. He regrets the divorce of his wife, but is happy that he did not compromise his honesty. Should we call him a God? no, not all.

FINAL WORDS. We abuse him, we condemn him, it is a hard choice, but still he is an Angel.

HONESTY IS NOT ALWAYS THE BEST POLICY.(true story)

A Civil Servant in his early 30s was attending to a money laundering case in which a leading millionaire was accused of cheating the government. It was the month of August in India. There was irregular supply of electricity. Eminent lawyers, having sound knowledge of corporate affairs, were attending the case, and they were trying to browbeat the young Civil Servant by their forceful argument. Senior advocate, representing the businessman, put documents on the table and requested the Civil Servant to go through the documents.

 The documents must have weighed more than five kilograms. He talked of violating the fundamental rights of his client and demanded the closure of the case. After he finished his argument, second advocate shouted that the department harassed his respected client so much, that he had fallen sick and had been admitted in a private nursing home. He warned that his client was contemplating filling defamation suit against the department.

Officer's FINDINGS. When they finished their argument, the officer requested them to sit and addressed them. ‘Sir I have listened to your brilliant arguments and you advised me to go through the documents, Sir I accept that I cannot go through your documents, there is no violation of fundamental rights, you know the truth, it is not a murder case and there is no scope for analysis of forensic report as there is no such report. As far as your client is concerned, he is not recuperating in a nursing Home, but he is sitting out side of this building in the latest Mercedes and chewing tobacco’.

Years later the Apex Court uphold the findings and their Lordships simply reduced the amount of penalty. By that time the officer was no longer in service, his honesty did not pay, he quit the service and joined private firm outside of the country, and started making money by honest means. In this case dishonesty proved as the best policy.

SECOND CASE. This case is bizarre, but it is a true story, which happened in a metropolitan city in India. It is case in which morality and reality were sacrificed for personal gains and the person succeeded. This case has no parallel in the history of crime.

A foreign bank was situated near the central government office. A Watchman in his late 50 was a regular visitor to the central government office, with a view to lure the officers to have Credit Cards of that bank. The Watchman was sturdy and handsome, with grey beard and mustache, he was soft in his conversation with employees of the central Govet office. By caste he was a Brahmin, belonging to cow belt. The Officer was not a Brahmin by caste, but he was impressed with the behavior of the Watchman. The manager of the bank happened to be a British banker of white race and was fluent in Hindi. After six months the watchman visited and informed his well-wishers that he was going to retire after putting 40 years in service, and that he was finally saying good bye to this city

After six months, the watchman was going to receive heavy amount of gratuity with a bonus. He was given a tea party by his well-wishers in the Central Govt Office. After the departure of the Watchman from the bank, he was almost forgotten by his friends in the Central Govet Office. Than a strange thing happened. The Officer was sitting in his room, rummaging a file, when an attendant came and informed the officer that a young man wrapped in white cloth with a small club made up of bamboo was standing outside the chamber and was weeping and he wants to see you, and that his head was clean shaved. The officer’s own father was not keeping in good health, but there was no imminent danger. The man outside his chamber must have performed the last rites and as per Hindu traditions prevailing in Cow belt, he was supposed to wear a particular type of dress for at least 13 days and in some cases, even for more than forty days. Such type of cloth is known in India as KAFAN. The officer ran and opened the gate and to his satisfaction, the young man standing, was not his family member. The handsome man covered with KAFAN, asked the name of the officer and started crying loudly, attracting others. The officer brought the man inside his chamber and asked his name and purpose of visiting him.

The man in his late twenty introduced himself as Kumar, the son of the watchman of the foreign bank, with a post graduate degree in economics, and informed the officer that the watchman died of a massive heart attack, and that his last rite was performed in Kashi, the holiest of holy cities for the Hindus of India. The officer was shocked to hear the demise of the watchman and offered helps of any kind. The young man informed the officer that the bank offered him a Clerical post, on compassionate ground, but the problems were that all his documents were in Hindi and he needed the exact translations of all those documents including the Death certificated into English. 

After submitting the documents, he would be going to his home to complete the last rites on 13^th day of his father’s demise. It was easy task; the officer called the, in charge of Hindi Section of the office, and asked him to translate all the Hindi documents in English. After two hours all the translated documents were closely scrutinized by the officer and were attested. The young man left the office. Later on,  he became a Clerc in that foreign bank with decent salary. The British manager of the bank called a special meeting to mourn the death of devoted Watchman.

After nine months, the officer was passing through a narrow street of a particular locality to reach a Barber’s Shop, suddenly he came across a new Tea Stall, with sweets and other eating materials on display. A sturdy man in his early 60 was pouring special tea in a big jar, the officer was confused, the man had no thick mustache, but looked like the dead watchman of the foreign bank. The officer out of curiosity, and foolishly called him by his original name. The tea maker became angry and called a few men of the locality, who informed that the man was Mr Bhagat and not Mr Tiwari. The tea man told the officer to get lost. The confused officer left the place more confused.

 A few months later a middle-aged but high ranking police officer visited the Officer, and presented the translated and attested documents for recognition, the Officer recognized the documents and asked the officer reasons for scrutinizing the documents. The policeman informed the officer that perhaps the dead Watchman was alive and faked his death to claim huge sums of money from the foreign bank, but he was not certain. This particular case was becoming more interesting. The Bank sought clarifications from the Home Secretary of the particular state, who in turn sought information and duplicate certificates from the district, and also the manager of the Burning place of Kashi, where the dead watchman was taken for cremation and accordingly, death Certificate was issued. Every document related to the death of the watchman bore testimony to the truth and the case was dismissed by the trial court.

 The said bank merged with another foreign bank, and there was a scheme of trimming the staffs. The dead watchman’s son received a good amount of money and he left for his home. Meanwhile with passage of time, the watchman turned tea maker started a flourishing transport business in this metropolitan town with his son assisting him as CEO of the said transport company.

Finally established in his transport business, he confessed to some body that he faked his own death for financial gain and in reality, he was Mr Tiwari and not Mr Bhagat. But it was too late for initiating re investigation of this bizarre case.

It appears that in rural areas of India, identical name with surname are common. An elderly V, Tiwari, aged 90, died and his body was taken to Kashi for last rites. The cunning watchman of the foreign bank, in connivance with family members of the dead man, faked his own death as his name was also V. Tiwari. Rest is history

 OVERSEAS EXAMPLES Situation in foreign countries is more complex. In 1998 popular president of Colombia, Earnesto Samper was accused of receiving $6 million dollars from Cali Drug mobsters. The person who exposed the deal was none other than the president’s campaign manager Fernando Botero, who was arrested for defaming the president. But Samper was under fire and the general public demanded his resignation, the president refused to resign and suggested a referendum. Under pressure from all sides Samper hunkered down and accused his campaign manager being too close to Cali Drug Cartel.

This a famous incident of contemporary world, forcing president of US, Bill Clinton to pay serious attention to the case. The Congress, decertified Colombia, but waved economic sanctions. Decertification would mean aid cuts and increased tariffs on crucial exports to US. Worse, decertification hampered Colombia’s badly needed access to international lenders. President appeared unsympathetic and there was no body willing to defend Colombia under Samper. Fernando Botero who was put behind the bar, belonged to a famous family of Colombia, his father bearing the same name was a famous painter and Botero Jr, as a Defence Minister of Colombia had waged war on the Cali Cartel, overseeing the arrest of six of the Cali cartel’s top bosses.

 Botero plagued by guilt, summoned TV reporters to his jail and exposed Samper by revealing that the president knew about cocaine money from the start, and was seriously compromised in the affair. But the president Ernesto Samper was a skillful populist, the odd against him was enormous. Protesters supported by Nobel prize—winning novelist Gabriel Garcia Marquez demanded a country with an honest president. As president Fernando Samper had promised exactly that---but in the eyes of his countrymen he had failed. Years later when documents were declassified, it was found that Samper received huge kickbacks from the drug lords of Colombia.

 Drug Cartels in every Latin American country is dominating national politics. One year ago, the former president of Mexico was accused of accepting donation from notorious Drug Trafficker Al Chapo who is languishing in high security jail in US.

 Coming to US, not only Gun Culture, but tax evasion and illegal gratification are common. President Trump was accused of tax evasion, for which he is being investigated. Inside trading is a criminal offence in US. Nearly four years ago an Indian with brilliant academic career and an executive of Stanley Morgan, faced the charge of inside trading for revealing secrets of trade deal to a SriLanka business magnet. All the famous US personalities including Bill Gates stood behind Indian, as he was also famous for doing charitable works. The Manhattan judge was unnerved, he declared, ‘The world is full with good people who sometimes commit crimes for which he must be punished’, the accused was given very lighter punishment.

 Coming to India again, we find money launderers cheated banks and fled to foreign countries, where they are living luxurious life. A former president of Pakistan, was nicknamed as Mr Ten percent, because as a minister his fixed rate was ten percent of total financial deal. There is hardly any political head in this world without charges of dishonesty. A woman PM of Thailand had to flee her country, when she was accused of accepting bribes from different sources. The famous woman president of South Korea was convicted for accepting bribes, from the management of famous mobile manufacturing company, SAMSUNG.

 FINAL THOUGHT. In view of true stories as described in this blog, it is easy to conclude that in modern age, honesty may be the best policy, but it has become a relative term. An ordinary clerk of a bank may be an honest person, but once promoted to the rank of manager, he is likely to become a dishonest man.  It is safe to say that honesty is always not the best policy.

 

FEW MORE HOURS TO LIVE. Philosophy of Suicide and Suicide Attacks.

Russia leads the nations in suicide rate. But every country in this world is facing growing menace of suicide. In US and China, suicide is very common. In some countries, statistical figures are available while in others, private agencies and electronic media reveal figures. Clinical depression is not the only cause for suicide. Celebrities all over the world are in the habit of taking crystal meth. Unable to bear the decline in popularity in her/his career or no works, they resort to extreme method to end the life. In US and other developed nations, suicide among celebrities, especially connected to film industries, is very common. Experts and psychiatrists have conflicting opinions. Trauma, disturbed childhood, failure in examination,sexual exploitation of young girls and boys and certain kinds of diseases are cited as reasons for suicide. But it is seen that a happy go lucky person, known among his friends as an ideal man, suddenly ends his life. In history several prominent persons like Leo d, Vince. Fraud and politician like Abraham Lincoln and Winston Churchill suffered from extreme form of depression, but they did not commit suicide. Their political career touched the zenith of glory and their contribution to nation building is still remembered.

In modern world, millions of people are drug addict and thousands under go treatment for detoxification, and after successful treatment, they are leaving a normal life. In Latin America, Afghanistan and most of the countries in the Middle East, people, faces the problems of drug addiction. Despite of stringent punishment, narcotics are supplied illegally and the trade itself fetches excellent return.  In Mexico, Venezuela and Colombia, Drug cartels are dominating national politics. Colombia is known as the epicenter of narcotics. Ultra-modern machines are used to refine the crude drugs and in its new outlook the drugs are named as crystal meth. In Philippines, president Duarte has launched war against drug dealers. A large number of drug dealers have been killed and the president is less concerned with the outcry of human rightists. In US, illegal immigrants from Latin American countries are either drug traffickers or drug addicts. Former president Donald Trump was after them, but his defeat in the presidential election turned the pendulum in opposite direction. So present US president has to tackle two social evils, Gun Culture and Drug trafficking.

SUICIDE ATTACK AND BOMBERS. Suicide bombers poses serious challenge to psychologists all over the world. These are modern terrorists who commit suicide, but only after killing innocent persons. Suicide bombers are found mostly in Central Asia and in Afghanistan. But as per F.B. I.’s report Lone Wolf, which means only one person willing to commit suicide by killing other persons in the name of protecting religion is found all over the world. Horrendous killing of innocent people by such type of suicide bombers is very common in France, Germany and Britain.

Nobody can read the mind of a suicide bomber, he suffers neither from clinical depression nor starvation. They are soft spoken neighbors or colleagues who can go to any extent to help you in distress. However, one weakness of all the suicide bombers is their love for an unproven God. They die for their religion. In others way, they are true and faithful soldiers of an unknown God. They are also not on the radar of the security personals

PHILOSOPHY. Attaining paradise appears to be the sole purpose of suicide bomber. Barring exceptions most of the suicide bombers are educated in a religious school and are trained to die for the sake of religion. The suicide bombers involved in Twin tower attack (9/11) in US were highly educated, but they killed thousands of innocent people, just to enter paradise. Sometimes back, a Muslim intellectual from Egypt published an article in NYT, in which he ridiculed the idea of attaining paradise by killing people of different faiths. In Mumbai attack, stateless terrorists from Pakistan indulged in genocide in the name of religion and teaching India a lesson, and they succeeded in their attempt, several suicide bombers were killed by security forces and the lone killer caught by police was sent to gallows. Before that, and in the wake of Babri Mosque demolition, there was Twine tower like attack in Mumbai and different parts of India. All the attackers were apprehended and put before trial, but the real mastermind was never caught and it is doubtful if he will be caught even in distant future. As usual, human right activists and even a section of electronic media all over the world doubted the impartiality of the investigating agency and demanded lessor or no punishment for the criminals.

CAUSES. Mass exodus of refugees from Central Asia and Africa to Europe and US is likely to see more and more suicide bombers. It is so because, these refugees cannot integrate themselves with new culture and resort to mass killing by becoming suicide bombers. Surprisingly these suicide bombers are supported by certain sections of politicians for some bizarre reasons. Thus, entire EU and US and too some extent India have become soft targets of suicide bombers. In India, suicide bombers, trained in neighboring country carry suicide attack.

  European Community is not threatened by Russia and the new role of NATO is going to be changed. NATO shall be engaged in combating suicide bombers. Belgium, France and above all Germany under Angela Merkel welcomed refugees from the Middle East with open arms and a large number of terrorists, masquerading as refugees have become suicide bombers, ready to kill and get killed. Psychiatrists and psychologists find themselves in depression as there is no remedy for these terrorists

 HISTORY. We find suicide mission existed in different periods of almost country of this world. But the effects of these was not felt beyond the boundary of a kingdom. However, after 1950 a set pattern of changes was seen in the growth of suicide bombers or suicide mission. It is beyond the scope of psychiatrists and psychologists to evaluate the thinking of these persons. Most of the persons involved in these activities are brain washed, otherwise why an educated person commit suicide to attain paradise? Terms and conditions are that these brainwashed persons would kill many persons before committing suicides. So, field is open for dedicated researchers to dig the underlying causes of such extreme thinking.

 MASS SUICIDE. Mass suicide by  people affiliated to occult practices has been reported. In such cases person involved in occult practices poses himself/themselves as angels and brainwash their followers. When in trouble these fake preachers incite their followers to commit suicide, fortunately in such rare cases, mass killing of innocent is not noticed.

 THE CASE OF INDIAN PM. The former PM of India was not an overambitious man. He was known as Mr Clean, but he was opposed to Tamil Tigers in Sri Lanka, who were demanding a separate state for Tamils. SriLanka is a small country and no country on this planet was in favor of division of the country. India, being the powerful neighbor of Sri Lanka, was a big stakeholder and never supported the demand of a separate state for certain sections of people.  Then PM of Sri Lanka, proposed a kind of federalism, which was not supported by the majority Sinhalese, who are mostly Buddhists. Mr V Prabhakaran, the supreme leader of Tamil Tigers exploited the Sinhalese fear that the PM’s concept of Federalism was a prelude to splitting the country.Tamil Tiger chief's  bellicosity was never approved by Indian PM.

So, the former PM must pay for not supporting the demands of the so-called Tamils Tigers. A lady suicide bomber was sent to assassinate the charming leader.  It was the most gruesome murder in the history of India. What is most surprising that the suicide mission sent for the assassination of Rajeev Gandhi had support from outside and inside of the country. When the criminals were apprehended, then the outcry of human rights activists were heard all over the world. What is more interesting that a girl who was sentenced to death by hanging, married and gave birth to a son. Her capital punishment was commuted by higher court to life sentence, her son is studying somewhere else and her supporters are demanding her release on humanitarian ground. But political reasons supersede all other reasons, the staunch supporters of the mastermind of the suicide bombers are in power and are making legal and illegal demands of the condemned prisoners with advice from eminent criminal lawyers. We don’t think that Sociologists and psychologists can suggest any definite opinion for such demands.

Mastermind of the crime, who was not a Hindu but the entire killer’s brigade was Hindus. The psychology behind the suicide mission, which led to elimination of a popular political figure in India, was never understood by experts and psychiatrists. When the entire Tamil Tigers were neutralized by the small, but well-equipped army of Sri Lanka. real tears were shed by Indian sympathizers of Tamil Tigers.

 SITUATIONS IN INDIA. Suicide by students is not uncommon. Lack of uncertain features, in most of the cases is the underlying core of illness. But when a DALIT student commit suicide, then psychologists find multiple reasons. Before a true story is retold, we must appreciate the generosity of the government towards Dalits.

Reservation in government jobs and higher educational institutes have benefited the poor Dalits. There is growing demand to abolish reservation and instead provide free education to Dalits with extra financial help. The moment this concept is introduced, some body may approach to judiciary and in the name of equality, judiciary shall  declare the policy against the principle of equality. This is what the anti Dalits lobby wants. India is dangerously polarized society in which Dalits and oppressed people have no voice.

 In India there is a state named Bihar which is notorious for bootlegging and kidnapping of persons for ransom. In that state there is a district named Bhagalpur which, once, was famous for manufacturing of Silk garments. In this state, District Welfare Officer is posted in every district to supervise the welfare of Dalits. Huge amount of money is placed under his disposal. In this particular district, the officer concerned withdrew money meant for the welfare of poor Dalits. He purchased gold ornaments for his wife and disappeared, but later on apprehended and sent to jail. This is perhaps the greatest financial scandal of the country. Nothing is going to happen to culprits, who enjoy political patronage. What is more interesting , the Chief Minister of this state is expecting to become the PM of the largest democracy of this planet.

FEW HOURS LEFT TO SURVIVE.

In this true story, a Dalit student, belonging to average family was receiving higher education, thanks to reservation system for the socially deprived people, who get admission in prestigious school and in most of the cases they are able to complete the course. The student’s family was not economically well off, the parents were daily wage earners. The boy received generous stipend and somehow reached the zenith of his career with a dream to look after his ageing parents. But he needed extra money to pursue the course and there was delay in getting stipend as the files were not cleared by anti-Dalits lobby. He tried to borrow from his friends, but was unsuccessful. He however succeeded in borrowing some money from a fourth-grade staffs, known in India as Sepoy or Helpers. The student, purchased illegally a large quantity of a dreaded brand of sleeping pills and proceeded towards hostel. He met his friends, joked with them as he knew that he had only few hours to live. There won’t be any body left to provide excellent foods to his parents, who were earning not enough to feed themselves. In his room, he wrote a brief not blaming no body for his extreme step. Now he had only few minutes to survive. He slept never to wake up again.

FINAL THOUGHT. This incident happened in New Delhi, the capital of India. As usual, the politicians called the suicide as unfortunate and cowardly act. They were wrong, the boy became victim of circumstances, introduced by these politicians. Was it possible for psychologists to save his life? No, it was not possible, the system needed treatment and not the helpless boy.

 

CLIMATE CHANGE, THREATENING HUMAN RACE.

 We need pollution and pollutants for our survival. We cannot get energy and electricity without coal and petroleum products. Climate change is a different issue, which cannot be solved either by a vaccine or declaration like Tokyo Protocol or Paris Accord. The serious problems of climate change can only be tackled by an enlightened  global approach, which is not going to happen in near or even in distant future.  Every manufacturing units and even articles of daily use, whether big or small are responsible for emission of Carbon Dioxide, Methane gas and other ingredients responsible for hole in Ozone. These industries are necessary for survival, even if it means, inviting disease like Cancer and breathing trouble, for which there is no permanent cure. A teenager like Greta Thunberg is awakening human race for impending doom. But who cares?

Every country with an emerging economy. for which an open democracy is of paramount importance.  is always in conflict with others  for industrial development.  Political heads will go to any extent to achieve economic prosperity.  We have climate change, which is more lethal and more contagious than Covid virus. Climate change is not of recent origin, it begins with the dawn of civilization and will continue till our final moment. There is no escape route for climate change.

 ICE AGE IN THE PAST. There are conflicting opinions, whether industrial progress alone is contributing to climate change? Donald Trump, the former president of US was dead against Paris Accord, which lay down guidelines for maintaining increase in temperature between 1.5 to2 degree Celsius. Donald Trump was being advised by a group of scientists with conflicting views, like whether some unseen natural phenomenon was causing climate change or human race is spreading pollution beyond Stratosphere? It is virtually impossible to understand natural phenomenon, except quoting  Ice Age. Donald Trump believed in the past Ice age, responsible for climate change, and discarded Paris Accord.

 Honestly speaking Paris accord is discriminatory and if implemented in its present form, US will be singled out to ban use of coal, while EU and China in general, might be benefited. Donald Trump in a fit of rage, described Russia and India as filthy countries, while he spared China, which is next to US in polluting the atmosphere. In recent months US is facing the wrath of nature in the form of severe hurricanes, causing untold misery and even death.

 Considering that Ozone(normal) protects us from harmful effects of ultra violet rays, and depletion would increase in severe form of respiratory diseases. We are aware of Green House effect, thick layer of Carbon dioxide, methane, nitrogen etc. There is no need to mention the names of gases or substances, responsible for polluting the atmosphere. Everything which evolved and is evolving in this planet is poisoning the atmosphere. This is known as Second Law of Thermodynamics, meaning entropy or disorder in a closed system will continue to increase, Paris Accord may slow down this process, but cannot be completely stopped.

FOUR LAYERS. All over the world, school going children are being taught about five layers from ground level to 1000 kms above the earth. First layer called Troposphere followed by Stratosphere, Mesosphere. Thermosphere and the last one is called Exosphere, beyond which, pollution and pollution are mixed, there is nothing but cold space. If we are to survive than we have to keep areas up to 15 to 16^th kms above earth clean.  All these layers have played important roles, in  making this planet suitable for human beings, the planet is being inhabited by intelligence people, who questions about climate change, even after knowing that we are responsible for polluting the atmosphere. Attempts were made to address the issue by Tokyo protocol/declaration, but nothing happened till 2014, when Paris Agreements were signed and ratified by almost (Excluding Iran and Turkey) every country in the world.

QUALITY OF AIR. These days prominent TV channels are broadcasting temperature of different cities of the world, along with display of air quality which is horrifying. It is so because for combating rise in temperature, we have several methods, but for combating bad air quality, there are few options available, these options are being discussed by experts and politicians, but no effective actions have so far been taken for fear of bad impact on economy. James Carry the former Secretary of State under Obama, now as a envoy of Climate change, has few options  for him to consider and if implemented with full force, then China, Russia and India will have to be excluded from the group of nations causing maximum pollution.

By the end of this century. US is supposed to colonize the Red Planet and perhaps establishing human settlement in one of the satellites of Jupiter. But human settlement in outer space cannot solve the problems on the earth. Some of experts are trying to make us believe that rate of population growth all over the world was shrinking, they quote the example of Russia and Japan. This is surprising as scientific reasons for decrease in population have not been given, but we know that the earth is overburdened with population and will continue to sustain it, till the earth became polluted enough to cloud the human race with constant acid rain.

 PARIS AGREEMENT. Signed in 2016 12 Dec15, and ratified by 196 states, is supposed to minimise the climate catastrophe. Global mean temperature may rise by 3.2C by the end of this century. To limit global temperature, annual emission must be below 25 gigatons by 2030. With Paris commitments, emissions will be 56 Gt by 2030 which is nearing, and we see increase in emissions, culprits being five countries. Kyoto Protocol does not differentiate between developed and developing countries. Now as per Paris Agreement developing countries have to submit plans for emission reductions.

 After exit of Donald Trump, new president Joe Biden has joined the Paris agreement. We are eager to know the fate of this accord. Agreement on climate change which aims at maintaining increase in global temperature of less than or equal to 1.5 Degree and Green House Emission of gases must be carefully monitored and progress has to be reviewed every five years. Since Paris Agreement is mandatory, so every country whether developed or developing are required to follow the agreement sincerely. Here is the greatest obstacle. Recent assault by severe hurricanes and melting of Arctic are indications that Paris agreement is only of academic interest and countries like China, and almost all the oil producing countries are more interested in fighting political battle to remain in power, than preventing the impending doom. 

 As per Paris agreement, the four top emitters of greenhouse gasses, in decreasing order of annual emissions China, United States, EU27 and India, contributed over 55% of the world's total emissions over the last decade. Among these top four emitters, some have actually increased their annual emissions: China's emissions grew 1.6% in 2018 to reach a high of 13.7 Gt of CO2 equivalent. The U.S., which is responsible for 13% of global emissions, saw emissions rise by 2.5% in 2018. To meet the 1.5C target, by 2030 the U.S. would have to reduce its greenhouse gas emissions by at least 57-63% below 2005 levels, according to a report by Climate Change, this can be achieved by closing coal-based industries in US, this is mischievous as such step will see China as an economic power beyond imagination. The European Union emits 8.5% of global emissions, and has seen its emissions decline 1% every year across the last decade. EU emissions declined 1.3% in 2018. India's 7% of global emissions grew 5.5% in 2018 but its emissions per capita is one of the lowest within the G2.

Coming once again to Paris agreement, it is almost impossible to maintain temperature at agreed level unless all the coal-based industries are closed. There is no alternative. Aerosol used extensively in breathing trouble is being replaced by more sophisticated and less pollutant breathing apparatus, but not completely free from toxic effect. Paris agreement needs rectification. The rectified agreement must be enforced within the ambit of UNO.  ICE AGE visited in the past, we are concerned with present and future. We are the final arbitrators and there must not be complacency.

EVALUATION. Human race is unlikely to survive the climate change without global enlightened approach. In next century, large spacecrafts, with men and women on board will roam in outer space in search of a better place to live in. This is a pessimist view, but neither supporters or opponents of Paris agreement can deny this.
